General Orders


The StarFleetCommand General Orders represent fleet-wide commands, detailing the firm guidelines all personnel must follow in the performance of their duties. The General Orders are the most important, primary guidelines in StarFleetCommand. They supercede all other regulations and orders issued in the field. Failure to obey a General Order is typically a court martial offence, though the JAG weighs any mitigating circumstances preventing their implementation. No commanding officer, no matter his rank, can issue an order instructing SFC members to violate a General Order. Such commands are seen as illegitimate, and simply following orders contrary to a General Order is no defense. The office of the Judge Advocate General scrutinizes violations of General Orders, and prosecutes flagrant breaches of StarFleetCommand doctrine.

 

StarFleetCommand issued these General Orders in an ad hoc fashion, so consequently they do not follow a hierarchy of importance. General Order Three is not considered more important then General Order Seven. Instead, each is considered equal in magnitude. The Prime Directive, General Order One, represents the sole exception. When any General Order, regulation, or standing order conflicts with General Order One, the Prime Directive takes precedence.

 

Sometimes, in the pursuit of StarFleetCommand's objectives the General Orders conflict with one another. The interpretation and application of the General Orders lies with the commanding officer, and this is perhaps the most burdensome responsibilty of command; often there is no "right"answer. A captain must make a judgement call on which General Order takes precedence. Therefore the commanding officer is often times held responsible for his decisions when it comes to following the General Orders, instead of his crew.

 

 

The General Orders are as follows:


General Order One:
HAVE FUN !!!! This order is the most important of all. If a member of SFC has any problem obeying this order, the reason why should be dealt with swiftly.


General Order Two:
No officer of StarFleet Command shall interfere in the evolution or development of any other fleet/clan.


General Order Three:
StarFleet Command officers shall at all times protect the life and liberty of the members of StarFleetCommand.


General Order Four:
StarFleet Command authorizes any and all commanding officers to countermand StarFleet Command regulations in the event of an EXTREME threat to StarFleet Command. Plus they would have to give an explanation as to why he/she decided to override the order to the Joint Chiefs.


General Order Five:
Commanding officers shall safeguard the safety and liberty of crewmembers under their command.


General Order Six:
StarFleet Command personnel are required to report any and all instances of espionage against StarFleetCommand.


General Order Seven:
Starfleet Command personnel are required to protect and defend StarFleetCommand property and territory.


General Order Eight:

StarFleet Command personnel shall take NO hostile action unless responding to a hostile action, and then restraint must be used so as not to make matters worse.

Accusaions of Misconduct


Accusations of misconduct on the part of a StarFleet Command officer shall be made promptly in writing to the immediate commanding officer of the accusing officer. The commanding officer shall immediately thereafter forward the accusation to the C-n-C who, in-turn, shall immediately inform the JAG. In the event the accusation involves the C-n-C, the accusation shall be directly forwarded to the JAG by the commanding officer of the accusing officer.

Offences


Category I Offenses:

1. Disobeying a General Order (with the exception of the 1st Order)
2. Insubordination
3. Conduct Unbecoming an Officer
4. Sedition and/or Treason

Any officer found guilty of a Category I offense may be demoted, and/or any other punishment which the Joint Chiefs, in its sole discretion, may see fit to impose.

 

 

Category II Offenses:

1. All other offenses.

Any officer found guilty of a Category II offense shall be subject to the following discipline:

1st offense - Written Warning or demotion
2nd offense (w/in 6 months) - Written Warning or demotion or dismissal
3rd offense (w/in 6 months of second offense) - Demotion or Dismissal
4th offense (w/in 6 months of 3rd offense) - Dismissal

Right to Appeal

 

All officers of StarFleet Command found guilty of a Category I or Category II offense may either accept and agree to the specifications of charges lodged against them or they may request an appeal. To file your appeal you must make a submission to the JAG office, a form is available online for you to do so by going to the JAG office from the main index page. Do NOT post it on a message board.

 

Once a matter has been submitted to JAG there is no turning back, all matters in the hands of JAG will follow the appropriate course until a verdict is set down.

 

Once the JAG has received an application, it shall set a hearing date and then it will proceed with its rules of conduct which are itemized in the JAG policies section. At this time the officer charged with an offense shall not use the SFC name in game and shall be teporarily suspended of all rank and privileges until such a time as the JAG has handed down its verdict.

Your Defense

 

You have the right to be defended as is prescribed in the JAG policies section. The advocate chosen will be your council and will do the best he can to clear you of charges and have you reinstated to active duty.
